Senior Assessment Developer
Mary Tkatchov is a senior assessment developer for Western Governors University, a competency-based university. In this role, she collaborates with college faculty and industry experts to develop objective and authentic performance assessments. She has 20 years of experience in secondary and post-secondary education, starting her career as a high school and community college English teacher and then moving into higher education curriculum and assessment development. Mary is co-author of the book Proactive Professional Learning: Creating Conditions for Individual and Organizational Improvement, which she wrote with her husband, Oran. She is also committee co-chair for AALHE’s Emerging Dialogues, a publication that highlights current issues in higher education assessment. In 2022, she co-founded Booksmart Enterprises, LLC., an assessment and training development company.
Mary became interested in outcome-based education (OBE) while conducting research with her team in the Center for Competency-Based Education (CBE) at University of Phoenix to start a pilot competency-based program in Teacher Leadership. She read William Spady’s book Outcome-Based Education: Critical Issues and Answers and was transformed in her thinking about learning and assessment. Since then, she has presented about OBE, CBE, and assessment at national conferences and has published articles with Journal of Competency-Based Education, Education Week Teacher, Principal Leadership, Aurora Institute, and Association for the Assessment of Learning in Higher Education (AALHE).

Erin Hugus is a senior learning experience designer for Western Governors University. She works with university stakeholders and subject-matter experts in the design and development of competency-based course learning experiences. She has over 26 years of experience working in education. She has a master’s degree in organizational management and is a doctoral candidate at Northern Arizona University studying the design of online learning experiences that promote the development of soft skills. Erin grew in her knowledge and experience of outcome-based education (OBE) while designing a new degree program with her team in the Center for Competency-Based Education (CBE) at the University of Phoenix. Since then, she has applied OBE principles to all design decisions, keeping a focus on the alignment between course design and assessment. She has presented about OBE, CBE, assessment, and skills-based design at national conferences. She has co-authored articles with Journal of Competency-Based Education.

RANDY D. BOCANI completed his Master of Education with Specialization in General Science from Philippine Normal University – Mindanao. He ia a member of the National Association of Public Secondary School Heads of the Philippines Inc. He is currently working as Head teacher II at the San Jose National High School, Philippines. Randy has published multiple research papers and has been a recipient of best paper awards. He is a prominent speaker in several regional education conferences.
Atty. Antonio graduated in 1st Degree Degree in Sciences from Universidade do Oeste Paulista (1993), degree in Business Administration from the Paraná Social Studies Foundation (1993), degree in Law from the Curitiba Law School (1988). He has a specialization in Didactics for the 3rd Degree (1991) and English Language for the 3rd Degree (1999). He was a special student at USP (2000) and passed all international proficiency exams (TOEFL, GRE, and GMAT) with approval, studying 18 months at California State University-USA, in a Master's course in Humanities (2000-2003) . He holds a master's degree in URBAN MANAGEMENT from the Pontifical Catholic University of Paraná (2006).
He was selected professor in simplified processes of the Government of the State of Paraná (2003-2014). He was a professor at UNIVILLE-SC, in the Letters course (2000-2002), and in several English schools in Curitiba. He taught English at Colégio Decissivo - 2o Grau and Opet - Semi-extensive. He wrote his own methodology for the teaching of Foreign Languages, disseminated in several countries around the world, with which he works until today. Degree (2007-2009).
It is estimated that he has taught more than 5,000 students in recent years. He has written several articles published on Internet Authors Club sites, (webarticles, administrators.com and articlenal). Marvin C. Lofranco is an Associate Professor at University of Mindanao- Panabo College, Philippines. A former Discipline Head in Social Sciences (2018-2020) and Self- Instruction Module Quality Checker (2020-2021). He graduated with Master of Arts in Education Teaching Social Studies in 2021 and his baccalaureate degree in Bachelor of Secondary Education major in Social Studies in 2017.

During that time, he has served on educational boards and has authored both adult and children’s educational books. Dr. Corrienna Abdul Talib is the Senior Lecturer of the Department of Educational Science, Mathematics and Creative Multimedia, School of Education, Universiti Teknologi Malaysia (UTM), leading projects such as, Computational Skills, Microscale Chemistry, Visual Programming Language, Educational Robotic and Game based learning. She received her PhD and Master’s degree in the field of Chemistry Education from Universiti Sains Malaysia and a Bachelor in Doctor of Veterinary Medicine from Universiti Putra Malaysia. Dr Corrienna has gained more than 20 years of teaching experiences in the field of Science and Chemistry education.
From 2000 to 2011, she was a government secondary science and chemistry schoolteacher in Perak, Malaysia. Later, she joined SEAMEO RECSAM, Penang, Malaysia as the Science Specialist in the R&D Division leading awesome projects such as the Inquiry- Based Science Education, Lesson Study, STEM Teachers’ Mindset and has trained science and maths educators from Zambia and SEAMEO countries.
Currently, she is the President of the Association of Science and Mathematics Education Johor (PPSMJ), life member of the Society for Research Development and the member of Society of Engineering Education Malaysia. She has published many peers reviewed articles as well as presenting papers at conferences and workshops as keynote speakers, invited speakers, visiting professors and trainers as well as copyrighted product such as Scratchtopia Challenge and Gambot.

Dr Corrienna is a certified master trainer for Ministry of Education Malaysia where she trains educators on the project called “Computational Thinking and Computer Science Teaching Certification Programme” and recently she qualified as the HRDF Certified Trainer Professional Entrepreneur. She has several research grants such as prototype grants and collaborative grants with UK’s and Indonesian universities.
She also conducted joint programs with Petrosains, Techdome Penang, private companies and conducts many STEM programs. As a trainer, educator, speaker, and researcher, she views education as a powerful tool to inspire and enable change for the better.
Syahirah Abdul Shukor is a senior law lecturer in Faculty of Syariah and Law, Universiti Sains Islam Malaysia. Currently, the Coordinator for PhD in Law in Faculty of Syariah and Law. She was one of the early pioneers in Faculty of Syariah and Law (formerly, it was known a Faculty of Syariah and Judiciary, Kolej Universiti Islam Malaysia (KUIM) before it was renamed as Universiti Sains Islam Malaysia (USIM) in 2007. She was appointed as the Deputy Dean (Academic & Research), Faculty of Syariah and Law in 2010 until 2012. At the same time, she was also the Head Program for Diploma Islamic Judiciary (DIJAP). In September 2014, she was appointed as the Dean Faculty of Syariah and Law. Her areas of specialization: cyberlaw, child law, legal education and comparative law.
She obtained her PhD from Keele University, UK in March 2009, Master of Comparative Law (2000) as well as Bachelor of Law (Hons) (1998) from the International Islamic University of Malaysia. She joined the academia world since November 1999 as an Assistant Lecturer in Universiti Tenaga Nasional, Malaysia (UNITEN). She is also the Panel for Law programs under the Malaysian Qualifying Agency (MQA) where she is involved in reviewing new programs and law programs offered in private universities as well as public universitity.
She is involved in drafting Halal Guideline as a standard in SIRIM, MS 2393: “Prinsip Islam dan Halal- definasi dan penafsiran istilah” and involved in a few series of training for Halal Certification for trainers in USIM and also pioneering Bachelor of Syariah (Halal Industry) when she was the Dean. She is also an accredited mediator by the Malaysian Mediation Centre, Bar Council Malaysia since December 2015 and also a member of Majlis Perundingan Islam under the Deputy Prime Minister of Malaysia (2016-2018).
She has been invited as keynote speakers for International conference talk on legal education, data protection laws and protection of children on the Internet. She has received various research grants from USIM, the Ministry of Higher Learning for research on the Future of Legal Education in Malaysia (2012-2013), Ministry of Higher Education under Fundamental Research Grant Scheme (FRGS) (2013-2017), Committee for Legal Reform (JPUUM), Legal Affairs Division of Prime Minister's Office (2013-2015), Negeri Sembilan Islamic Religious Council (MAINS) (2014-2016) Universiti Kebangsaan Malaysia (2016-2018) a colloboration for environmental law study.
She is also received a research scheme awarded by JAKIM in 2019. She was also involved in Halal Executive trainings on Muslim Friendly Tourism in 2019. She was awarded as one of the top 100 researchers in USIM in 2018. Besides that she also received research grants from private company such as Andalusia (2012-2015) and from Multimedia University (2014-2016). Dr. Lovella S. Divinagracia is presently the Committee Chair of the Curriculum Review and Development initiatives of the Division of Professional Education of the University of the Philippines in the Visayas. Her most recent academic works and projects cover consultancy and conduct of researches in teaching and learning, OBE framework building, and educational program development and evaluation. She is also the former Head of the Center for Support of Higher Education and Lifelong Learning at the University of St. La Salle, who utilizes her expertise and skills in OBE curriculum, instructional designs and instructional materials development, assessments in students’ learning in all educational levels, and teacher training.
Dr. Divinagracia specifically provides services as designer and trainer for teachers’ development programs in private and public schools at national and international levels, and lectures on pedagogical skills development for teaching professionals. Her specializations also involve teaching graduate and undergraduate Professional Education courses and Mathematics under the Teacher Education degree programs, with special research interest in metacognition and problem solving curriculum. She is using her extensive expertise in OBE with her previous experience as Chair of the Outcomes Based Education Council of the College of Education; Secretary-Member to Social Research Ethics Review Committee; and Department Chair for Secondary and Elementary Teacher Education Programs at the University of St. La Salle. Given these three significant positions, she coordinates and provides university wide training on authentic OBE implementation and its operationalization.
Dr. Divinagracia further enjoys a diversity of experiences in previous research and accreditation work, most notably as USLS Research Coordinator in 2013-2016 leading to institutional research involvement and paper presentations to both local and international conferences; Internal Executive Committee Chair for Instruction in a 2013 Survey, and a Co-chair for Curriculum and Instruction for a 2018 Survey, both for the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU); and Co-chair in Teaching and Learning for her university’s survey on Institutional Sustainability Assessment-Commission on Higher Education (ISA-CHED) in 2014. She has also received awards in both teaching and administration for her exemplary performances.

Dr. Fong Mak is a Professor at the Electrical and Computer Engineering (ECE) of Gannon University. He is also a consultant to GE Transportation in Erie since 1994 and helps build real-time simulators for aid in design and development of control schemes for the GE locomotives. He served 14 years as a Chair for the ECE department. He published significant research work on outcomes assessment; and offered 10 workshops at BAP/ABET Symposium and FIE conferences on outcomes assessment and accreditation. With his extensive knowledge and experience in outcomes assessment, he founded MAKTEAM Software; and created EvalTools®, the most comprehensive online assessment tool that covers learning management, outcomes assessment, continuous improvement management, student advising, survey and institutional-wide self-study. With EvalTools®, he successfully led the ECE department of Gannon through three ABET accreditation cycles with flying colors in 2005, 2011, and 2017 respectively. In addition, he served as Co-Chair for the Gannon’s Middle-States Self-Study committee from 2010 till 2013 and led the committee through a two-year preparation effort in writing the self-study report that resulted in Gannon receive its most successful accreditation record in 2013. Similarly, with EvalTools®, he assisted Physics and Engineering program of Frostburg State University; and Computer Science and Engineering programs of Islamic University of Madinah to achieve excellent results in ABET accreditation. He serves as consultant to other schools for their ABET accreditation. In addition, he worked with K12 schools to create AdamTools® for K12 school districts to manage their student information from admissions to graduation as well as special education to handle Intervention Assistant Team (IAT), Multi-Factor Evaluation (MFE) and Individual Education Program (IEP). His most recent work is the creation of a School Management System based on 7-Pillar principles that allows a district to analyze effectively its management and academic achievement performance. The 7-Pillar School Management System is currently being used in 18 school districts in Ohio.
Mira Sood has been working in the field of Education for the past 28 years and am deeply enriched in each area of education, music, theatre and literature. She is versatile, believes in giving attention to detail and provide highest quality to the task delegated and believes in utilising her knowledge and experience to the fullest thereby adding value to the learning endeavours by way of instilling fun quotient, curiosity quotient, creativity quotient and problem-solving quotient in each child.
With a rich experience in teaching, administration, training, creating and consulting for different educational institutes and companies, she has been contributing to the use of technology in Education. A firm belief in : “Children are like wet cement, whatever falls on them makes an impression”, I am on the path to creating impressionable content for children of all age groups, which can be easily accessed by them on tech platforms thus enabling a better learning experience and outcome.
Previously, she was Content Head of eVidyaloka, strategize Content creation, content curation and Content management for providing ready to consume Content to rural children, urban children who are underprivileged and any other child who wishes to learn from eVidyaloka's various learning platforms. The content created is in various regional languages. Video content based on a robust VAK model to help children engage effectively in the learning process, DOK modelled worksheets to assess the children on competencies and strategizing the learning outcomes through real time self assessment based quizzes are important features of the student app being developed for children across the length and breadth of the country.

Dr. Christine is Academic Director in the UNSW Business School. She is a multi-award winning educational innovator responsible for strategic leadership, development and management of undergraduate business education. Most recently, she has redesigned a large against the global norm, introducing a transdisciplinary integrated first year curriculum and skills thresholds to enhance student learning and employability. She holds a PhD in Marketing, and a Graduate Certificate in University Learning and Teaching. Her research area is services marketing and technology, a unique opportunity to converge her research expertise with advancing higher education through technological innovation.
Tam Nguyen is the Director, Education Design and Digital Development at the Business School, UNSW Sydney. Tam has extensive experience in the Australian tertiary sector and has spanned international, vocational, and higher education roles. She has led education development teams across multiple universities, overseeing the transformation of education for high-quality student experiences and lifelong learning.
Tam is responsible for Faculty-wide initiatives on digitally-enabled learning and teaching and works closely with the University on a range of strategic projects. Tam has held leadership roles in a number of higher education companies and institutions in Australia. She holds a Bachelor of Science (Architecture), Masters of Education and graduate degrees in areas of communication and cultural studies.
I work as an Assoc. Professor in the Business School of IUBAT. I did an MBA from Bedfordshire University, England and a BBA from Chittagong University, Bangladesh. I also did an MA in Economics from Bowling Green State University, USA and I am a PhD candidate in Finance at School of Business and Economics, University Putra Malaysia. My area of teaching is corporate finance, international finance, investment analysis, and banking and financial institutions which I have been teaching for last 11 years. I also have research interest in financial technology, macro/financial economics, and fiscal and monetary policy. Earlier I did work for One Stop Ltd., England as Assistant Manager in Retail Management.
